POSITION SUMMARY:

The Senior Contracts Manager of Government Grants and Contracts, plays a key role in managing the full lifecycle of government-funded awards, including federal contracts, cooperative agreements, and grants. A key focus of this position will be managing HRSA related activities. This role is responsible for coordinating proposal submissions, overseeing post-award compliance, managing subcontractors, and ensuring timely deliverables and maintaining effective communication with federal counterparts. This position is also accountable for maintaining accurate systems and workflows that ensure contract performance, supports CPARS engagement, and prepares the organization for renewals and recompete cycles. This is a remote position (US).  #LI-Remote

ACCOUNTABILITIES:

Proposal Coordination:

  • Experience with renewal and RFP negotiations with federal entities, specifically HRSA
  • Lead coordination of responses to RFPs, RFIs, and NOFOs, ensuring timely and compliant submissions.
  • Draft and compile proposal components, including technical narratives, budget justifications, and required attachments.
  • Support cost proposal development in partnership with finance and program teams.
  • Ensure inclusion and vetting of proposed subcontractors as applicable.

Contract & Grant Administration:

  • Track and manage key deadlines across the contract lifecycle—option year notifications, deliverables, compliance reports, and renewals.
  • Serve as representative for the organization for communications with federal contracting office.
  • Maintain complete and accurate records for all government agreements in contract management systems.
  • Coordinate with legal and finance teams to ensure alignment on contract terms, reporting, and payment schedules.

Subcontractor Oversight:

  • Ensure subcontractors meet contractual obligations, submit timely deliverables, and provide proper invoicing documentation.
  • Track subcontractor performance and compliance with federal flow-down clauses.
  • Serve as day-to-day point of contact for subcontractor communications and troubleshooting.

Performance Monitoring & CPARS:

  • Coordinate internal review and collection of materials needed to support CPARS responses and evaluations.
  • Monitor internal performance indicators and work with program leads to address issues impacting contract performance.
  • Maintain records and summaries of past CPARS ratings to inform future proposal development.

Compliance & Audit Support:

  • Monitor contract-specific compliance requirements, including reporting, allowable costs, and federal regulations (FAR, 2 CFR 200).
  • Assist with internal and external audits by compiling documentation and responding to information requests.
  • Support policy adherence and help identify areas for improved internal controls or process clarity.

Renewals, Option Years & Recompetes:

  • Prepare draft option year documentation in advance of deadlines.
  • Maintain tracking for upcoming renewals and work with leadership to assess program performance and renewal strategy.
  • Support development of past performance narratives and program updates for use in recompete proposals.

REQUIRED QUALIFICATIONS:

Knowledge of: 

  • Working knowledge of federal acquisition regulations (FAR/DFARS), Uniform Guidance (2 CFR 200), and common agency platforms (e.g., SAM.gov, CPARS).
  • Experience with flow down provisions from regulatory agencies into third party contracts. 
  • Ability to respond to governmental inquiries about contract clauses and provide assistance in drafting and interpreting language with governmental entities.

Ability to: 

  • Ability to apply strategic thought leadership to category management.
  • Strong organizational skills.
  • Ability to manage multiple concurrent deadlines.
  • Strong written and oral communication and public speaking skills.
  • Skilled in policy development and project management.
  • Demonstrated ability to support business partners in the governmental, clinical, or medical space.

Education and/or Experience: 

  • Bachelor’s degree in Public Administration, Business, or related field.
  • Direct experience managing renewal periods and RFP processes with the Federal government, specifically HRSA
  • 5+ years of experience in or with government contracts or grant management, preferably in a services-based or nonprofit environment.
  • Experience supporting subcontractor administration or vendor oversight.

PREFERRED QUALIFICATIONS: (Additional qualifications that may make a person even more effective in the role, but are not required for consideration) 

  • Master’s degree or certifications (e.g., CGMS, CPCM, PMP).
  • Experience with HHS or NIH funded service contracts.
  • Familiarity with contract and grant management systems (e.g., JAMIS, Deltek, or similar).
  • Knowledge of IT system requests and requirements of federal contractors
